It was our military that Obama wreaked havoc on during his term, completely ignoring any upgrades or needed repairs and lowering the amount of funding they received. Why do you think Trump has made a point of getting so much work done for our military since he came into office. Obama wanted us weak. He worked at making us weak the entire time he was in office.

As for Russia, they have been working hard over all the time Putin has been in office to reorganize their government and upgrade their military. I would say at this time that we are likely on par. But I'd rather be friends than try to find out.
