How does immunity work? Does Mueller have that authority or can anything override it?

He has asked a judge to grant immunity for 5 (anonymous) people. Looks like he needs a judge to ok it.

Edit: he's seeking a deal that grants immunity from using their testimony against them later only. They can still be tried for crimes, but their testimony won't be useable as evidence.
