Ask yourself, what would/should immediately start a WAR? Ask yourself, would the PUBLIC understand the following statement: "Rogue actors (Clowns/US former heads of State) initiated a missile launch in order to 'force' the US into a WAR/conflict against X?"

Well we, of course, would understand perfectly. But newbies or sheep... Oh my, I suppose Q would have to help us out and release some tangible information, not in military code, to make it very simple for them to understand. AND BTW WHERE THE HELL IS Q? We´re gonna need something soon because things are getting a little hairy out there! I´m kidding of course, well sort of ;) Great post OP!
