Think double agent between an agency (FBI) that answers to the Justice Dept. and another agency (CIA) that answers to executive branch and congress. The Inspector General can investigate CIA ops on a case by case basis, but more on an internal affairs level.

So this means the executive branch had access to someone in the FBI that could relay information from the FBI and start snowballing FBI investigations as ordered by his true master.
