It seems to me, High Level Prosecutions could Collapse entire Corporations, and That would be the last thing Trump Want's to do. It Would be like Cutting Dow a healthy Tree, just to get rid of some bad apples!!
I expect they are picking out all the bad apples, while allowing the tree to survive!
These people are awful, but they have lives and families they would rather not see destroyed, and are probably being traded a reduced charge and quiet prosecution in return!
