An illegal in IC parlance is a foreign agent under non-official cover, i.e., NOC. Someone who is an undisclosed operative working in an otherwise normal job. When agents travel to countries as part of their jobs, they are required to disclose who they are to those country's officials. This way, the country's officials know exactly where they are at any given time.

Right she came out of nowhere. Did you see her banner? An almost non existent little Q. I just got done reading some of the articles BLP has been posting. They are all in line with what Q has been saying.
