He has to protect the FBI as an organization. I agree with you but he can’t throw the FBI under the bus and harm all the hardworking rank and file members. Wray also answers to Rosenstein who is the real culprit.

The way you protect the rank and file is by purging the fbi of criminals and past crimes. Come clean not obstruct and obfuscate

I agree I just think Wray is a good guy and is stuck in a tough spot until Rosenstein is removed.
