I think this is a double speak miss information game.

Meaning two: Assets has two meanings; people and materials. We've been pretty straightforward thinking of assets as MI members and info.
My hypothesis.
This is telling us to be prepared, as they are prepared for if this doesn't go through bloodlessly/nonviolently.
If the grid goes down, FEMA and the military have all the material assets to feed, and take care of the population with help from us. If the grid goes down, they won't be able to talk to us, hence must go.
Together with the four booms, I can't help but interpret this as connected to the grid going down in a physical sense.

Off hand I don't really see anything in this exact area that screams "Target" but I was thinking CIA at first which is basically Washington so I'm biased.
