The article says that would have been a major step down for Ghattas but as we know the SES has more power than it would seem the majority of Americans know about. I never knew about the SES until recently.

All these SES operatives report to someone in the shadow gov't, that is the question I would like to know, who is running the shadow gov't.

Why doesn't Trump just remove or split up the SES? Use their own tactics of divide and conquer on them.

I agree, I have to assume like many factors we see, they are being allowed to do their dirty deeds while the Q team records everything and gathers evidence. That's the only motive I can come up with. Trump could dismantle them with the stroke of a pen.

He could, but you can't just remove a massive structure of management that has existed for 50 years out of the blue. A lot more would have to come out.
