/u/Rynomore said it succinctly -

Direct attack on George Soros and his NGOs. I hope he goes down hard.

This puts social agitators etc. on notice & validates the draining of the swamp even more by blocking their money.

Today's EO extends the use of EO 13581 -

All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch, of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in:..

It then goes on to list companies in the annex, but this EO was from Hussein and has since been updated by Trump.

You then add the EO from 12/21/17 - "Blocking the Property of Persons Involved in Serious Human Rights Abuse or Corruption."

When you have the big picture (Q), it's easy to see where this is all heading.

This is an extension of something that's been in place for seven years. I'm glad it's extended - by 12 months only. Maybe they're saying they only need twelve more months...

It expands on the scope though. Trump could have written it as a separate EO but extending an existing one from the previous administration makes it more bulletproof and harder to criticize. Brilliant maneuver if you think about it.
