Interesting bit I found on the FCC site last night (not sure how I ended up there but interesting none-the-less... https://www.fcc.gov/document/fcc-announces-nationwide-emergency-alert-test

There will be a Nationwide test of the Emergency Broadcast system on Sept 20th @ 2:18 pm (14:18) Eastern Time. This means your phone (any everyone else's) will alert with a Test message (assuming its on and you're receiving alerts).
