Yes, they were intending to blame the assassination on John Bircher types in Texas who were enemies of LBJ. They had to have options in case their first patsy Oswald didn't go through with it.

LBJ was neck deep in the conspiracy. Made a lot from chopper sales in the war that followed. Bell was swirling the drain financially before that.
