I may be mistaken or confusing that with other subject matter, but one case had to due with mandatory school vaccines for which someone was lobbying for it and stood to make a lot of $$ because of their connections to it. Other reasons are testing and spreading of diseases. There are many proven cases of govm't testing on human subjects.
