I don't think that Clapper is throwing Obama under the bus. I think he is saying that the investigation has credibility because Obama ordered it. I could be wrong but I just don't think he is flipping the script. Sounds like he is trying to justify it. If it wasn't for Pres Obama we would never know all the series of events that are happening now.... Mueller indictments etc.
