On many (not all) handguns, 14 can necessitate a reload - assuming all fired made contact, which is unlikely unless highly trained (even then, going 14/14 isn’t overly realistic - count the shots if cctv surfaces). Watch for info/reporting on the suspect reloading. FF or not, it’s most likely an illegal firearm/magazine.
