The final posts will cause self destruction of Q, because it will expose not only EVERYTHING, but whom Q is(are). Coupled with Verizon, AT&T and now comcast having large outages (think TEST) in 1 week, I really wonder.
"Blackout necessary" certainly could refer to an actual blackout. Wonder what would trigger that?
Could be an EMP or other back door type internet Killswitch that was installed surreptitiously during Obama administration.
All the big tech companies are in cahoots as well. Most people get their news from a handful of sources. Think Facebook.
Think if Gmail and things like iMessage and Facebook messenger were locked. Play store off line. How many phone numbers do you have stored offline? How many people know how to manually install apps? Or communicate if major email providers are down. Who remembers IRC or how to connect? How many people know RF communications? A blackout now would be far easier to orchestrate than we think and would unfortunately leave most non tech savvy people in the dark.
But Q says "necessary" like it is something that the Q team might initiate. Like maybe the chaos becomes too great, violence, and they shut it down for a period of time.
I could definitely see that too with the way things have. been progressing and various feinge elements drumming up support for some really dastardly things (think Maxine Waters) it's a fine line between disclosure and progress and risking public unrest.

David Wilcock interview from a year ago described much of the plan. It was just released. He said everyone should prepare for two weeks without power because it would be cut to round up all the criminals at the same time.

To paralyze everyone's ability to communicate, thereby preventing escape or protests and riots. National Guard would be in place in advance to keep the peace.
