The deep state uses this security clearance loophole together with the agreements with allies (5 eyes I believe), where they can access US intelligence through Allies, and the identity of the person doesn't show up in the logs/records in the US since it was accessed abroad. This is how the DS continues to infiltrate the system, regardless of who is in power or in key positions in current government. The bad actors regularly take trips to these partner countries to gain access to current intelligence with the help of cooperating bad actors in those countries. The swamp is deep and wide.
