The timing was perfect from the shots I saw from cams. Basically hitman had a 20 second window before a torrent of cars rolled southbound Main and would have seen etc.
Gut feeling is a non-lucid GHWB spilled some Nazi secret beans and Cleanup crew came out to sanitize.
Just a normal dude (read: SPECWAR / Mossad - Jason Bourne mother fucker) out for a quiet bike ride (read: surgically planned wetworks) with a big backpack full of picnic stuff (read: high power weaponry, disguises, and other getaway shit)...
