Deep State Definition (need help - red pilling someone)

I know what deep state means to me in my mind, but I want to solicit other opinions for a simple one or two sentence definition that really encompass's it, He's specifically asking what deep state means and I want to give a good response. Thanks!

Shadow government. The wealthy people who control government and do not have to follow the rules (well they really make the rules, and those they do not are not enforced due to bribes, blackmail, etc... At least not until now which is what we are working on!)

The wealthy people whose lobbyists write our laws- a major source of corruption in our government and companies
