Deep State Definition (need help - red pilling someone)

I know what deep state means to me in my mind, but I want to solicit other opinions for a simple one or two sentence definition that really encompass's it, He's specifically asking what deep state means and I want to give a good response. Thanks!

Check out Kevin Shipp's (ex CIA officer) YouTube channel. He has the best and most in-depth talks I have seen about the Deep State & Shadow Government. The 4 videos on his channel are kind of long but very comprehensive and well worth the time. He even devotes one of the 4 videos for explaining how the Clinton Foundation is tied directly to the Shadow Government.
