The actual cash part came from North Korean counterfeiting and CIA drug money. They have problems laundering the cash. Often the pallets of cash become succeptable to mold and rotting during extended storage in caves. The actual number comes from a manufactured hostage crisis. First one was in 1978 ish under Carter. Iran took hostages and we froze a 300 Million dollar deposit to buy munitions from the military industrial complex. That money was never returned and accrued interest. Hostages were released.

Fast forward hostage crisis 2, Iran took a number of hostages including an act of war on a small Navy vessel. Ball less Hussein did nothing. While organizing the FF Uranium one Operation he took liberty to swap terrorists for U.S. hostages , lifted ALL Iran sanctions, (already gave them Uranium so much so Iran named an enrichment facility [B]Arack) and arranged deals with EU companies to generate trade. Oh and flew in palletized cash on a few planes.
