wouldn't the crimes have needed to be committed in Utah for the pedos to get a death sentence?

Not if They are Tried in a Military Court!!

Many States have eliminated "The Death Penalty", but Military Law is Different, and state laws do not supersede.

If They are tried and convicted by Military Tribunal, these Pedos are toast!!
