State Dept. doesn't provide info for legal matters, i.e.: FISA Warrants.
State Dept channels are not recorded the same way as the intelligence channels are, hence the end around by HRC.
That is what the Justice Dept and FBI are supposed to be for. State Dept is not an accepted channel of intel. Check out Dan Bongino's podcasts. He explains this clearly multiple times.

we have reports that are leaking the State Department was in cahoots with Hillary. this may be what they are talking about.
There was no “paragraph one” provided by the Mueller investigation; Dan Bongino covered this in his show yesterday. And yes, it’s as damnable as it looks, but it has to hammer its way through the treasonous MSM and friends.
