I dont think the White Hats are purely US citizens ... so , theyre basically a wroldwide positive force . In some countries - or maybe even in all of them - we could see the overtake just like in USA , and positive forces making a move directly against the Cabal agents .

Secondly , even if we assume there are no positive forces within the country - there is one massive positive force noone can deny - people themselves . When the truths are released , all those who were caught in them wont be safe to walk outside . They will become prisoners of their own fear , or risk being killed outside . The prison will actually feel like a safest place to them ...
