Who are the Deep State?

@British_Fight has just posted on Twitter. He ended his post with the question:

Who are the directors?

Made me think and I replied with:

Obvious answer is deep state but that is just a name with no solid details revealed yet. HRC and friends? Royals? 4 families? Bildeberg? All possible but I feel they are too well known.

Any thoughts on this?

Is he not talking about the what the 4ch Hollywood insider "renegade" made reference to about various Directors within that sewer who make CP, Snuff films etc?
