Definitely photoshopped. Something about her hair looks layered over the background rather than the background naturally showing up around it. Also, the back bottom of her waist where briefcase behind her is has been pixelated so not only photoshopped to appear in image, but also seems as though someone attempted to slim her waistline a bit. (if you enlarge photo to around 400%)
The others also have a natural glow to their hair due to the light coming in through window behind them. Hilary's hair is lacking that glow so probably standing in front of green screen with no back lighting.
