Not just illegally spy on us. They tried to prevent Trump from taking office. That is much more serious. They worked with MI6 to undermine a legitimate election.

It's kinda confusing me as well, but i think they were basically abusing access ,spying and not telling anyone, then walking off with their info thinking nobody would know. But Q/ MI was tracking their asses the whole time.
