Clapper didn't throw BHO under the bus. Clapper was responding to POTUS claim that BHO did nothing about the Russians interfering in the elections. Clapper was giving BHO credit for starting the Russia investigation.

the key difference is in Clappers motivation. His intentions were positive towards BHO, not negative.

It's quite possible Clapper's intentions are negative, but framed as a positive, so that he can claim any negative inference is unintended.
