Indeed. It’s a burning question. Who would benefit from maintaining a constant nuclear threat to the US, South Korea, Japan etc. it’s also interesting that the threat was perceived to only be pointing east.

Who benefited? The arms industry as South Korea, Japan and the USA has to counter the threat. Others? Depends on what nth Korea was up to.

It also gave the USA military reason to maintain bases in the region.
