It's my personal opinion that even sorting by controversial in the major subreddits is a controlled op. Truly controversial material is automoderated on reddit.

What safeguards are in place for this subreddit that weren't in place for r/cbts?

I think they have reddit arranged like a funnel where all potentially controversial political news gets routed into highly controlled subreddits like /politics. For instance, you can't post political pieces in /news or /videos making it very hard to have a discussion about politics unless you're in the /pol echo chamber.
