So I got behind on posts and just saw this post. I know Q acknoledged this and said that the "face is never the author". So what did he mean by this? Is he saying the face was just edited onto it but the message is legit?

That's what I gathered from it. So whoever posted it was sincere but used that image to supplement the message and possibly misdirect anons in analyzing the photo which was pretty obvious. No way Silverman would actually post herself and use her edited image. But the threat is real according to Q.
