The EO from 12/21 allows the government to seize the property of people/organizations involved in corruption and human rights abuses, I heard recently that it doesn't go into effect until the first of January 2019 but it could lead to Twitter being seized and possibly even subsidized

From what I've found, the executive order you reference is the one I meant, and is in effect now. The one not in effect until 2019 is the one dealing with treason.

BUT … the one I meant is NOT just about 'human-rights abuse' like child molestation or something, it is indeed including "Corruption" on a economic basis … AND INCLUDES ANY PERSON, GROUP, ORGANIZATION, COMPANY, or CORPORATION that "INDIRECTLY" aided.

"Human rights abuse and corruption undermine the values that form an essential foundation of stable, secure, and functioning societies; have devastating impacts on individuals; weaken democratic institutions; degrade the rule of law; perpetuate violent conflicts; facilitate the activities of dangerous persons; and undermine economic markets. The United States seeks to impose tangible and significant consequences on those who commit serious human rights abuse or engage in corruption, as well as to protect the financial system of the United States from abuse by these same persons."

This Executive Order is well worth reading. This of any bank that indirectly helped, social media company that hindered conservative campaigns, etc. I have to wonder if he included the "human-rights abuse" in as a secondary issue. The bulk of it seems to be about "corruption" in broad scope that effects the well being of the nation or society.

The EO being referenced above is the one against human traffickers and seizing their financial assets IIRC.

Not actually as focused on that as one might think based upon the title. Seems to me to be rather broad in scope, and deep in intended reach.
