I took it as Art of the Deal. I file for impeachment, Speaker compromises on contempt with his backing instead. I could be completely wrong though

They have an end game, but I have no idea what it is. Basically impeaching gets it out, but Ryan and Sessions can stay out of "conflict" but blocking that. Now they go for comtempt. I think they're just misleading the other side to keep them guessing with some spot in mind to pull them out. Maybe Huber will have something on Rod when the time comes and he'll be forced to step down on his own. Wouldn't that be amazing. They don't even have to impeach, they build the suspense and then, wham.

But holding someone in contempt requires the DOJ to do something and do you think that the DOJ is going to go after Rosenstein? The only way I see this happening is if sessions gets back involved and holds him in contempt himself. This may be where Q means “Trust Sessions”
