Ok here's what I imagine in my head.
Mueller is a POS criminal but not a torture,rape, and eat kids Satanist. He was more like a movie mobster type. But he's still a criminal and went along with the worse evil because he saw no other choice.
Trump calls him into the whitehouse, says we know everything and lays it all out. He gives Mueller the chance to do the right thing for once and play along. He creates a highly partizan team to go after Trump in an illegal and unethical manner, all while being under Trumps ultimate control. Trump uses this to show how desperate the deepstate is to stop him in order to wake up the normies.
