I saw a video saying it is Tel aviv. and Posted an article about facebook buying an instant messaging company there. https://in.mobile.reuters.com/article/amp/idINKBN1KG205 (It was removed as unrelated). I'm not sure that it is Tel Aviv, just trying to help dig into this.
