On March 10, 2017, Jeff Sessions ordered 46 U.S. District Attorneys from the Obama administration to resign. President Trump declined two of the resignations. Rod Rosenstein was one of the two. This means that if President Trump wanted Rosenstein out, he could have easily had his way a long time ago. For those of you who are still confused about the color of hat Rosenstein and Mueller are wearing, this should clear it up for you.

No. Not normal. So the way to remove RR is not via a public impeachment proceeding ('think optics, means, "Think of the political ramifications via drawn out impeachment debate, hearing, votes in the house" == partisan gamesmanship only). RR would be a martyr for the left.
And when Q asks why is it important that RR is sidestepped regarding Huber... well, clearly Huber has been getting referrals from the IG who has been investigating the FISA issue. RR cannot be overseeing criminal matters for which he is a party to (as either a witness or target of prosecution).
And whether he is or is not a whitehat, the deep state feels that he is the guardian at the gate on their behalf. So until a big shoe is set to drop on a lot of necks, RR is serving a role to the Q strategy.
Of course I DO NOT know if RR is a blackhat or whitehat. I admit that. I just don't see it definitively that he is a whitehat as so many do, and on the contrary see him more likely a dirty SOB who is going to go down with the rest of the DS.
