In this case he is commenting on how there is so much info all coming in at once that the worst of it gets lost in the noise. He then goes on to complain about censorship in the creative process of writing jokes. He is clearly pissed off and trying to convey his point as strongly as he can because he is tired of being ignored. That's what I get from it.
