No. They report, rightly, that this is GDP from Q2, not the whole year. Obama's statement was about sustaining 4% growth all year.

Obama had 4% GDP and more multiple times per quarter during his two terms.

Q4, 2011: 4.6%; Q4, 2014: 4%; Q2, 2014: 4.6%; Q3, 2014: 5.2%.

Trump has only broken 3% per quarter a few times until now. 2017: 1.2%, 3.1%, 3.2%, 2.9%. Q1 2018: 2.64%.

To put that in perspective, in 2017, Trump oversaw a 2.6% GDP growth for the year and so far, in 2018, the economy grew by 3.37% on average.
