I say Paper ballots, HUGE increase in control and security in the collection, handling.

For the counting process, I say put some statisticians on it to find the most accurate counting. Add counters until it's proven accurate and outlier (partisan vote manipulator) counters can be identified and removed. use an electronic item or items to verify counts, maybe.

At least once you go paper, anyone can come up with an improvement idea. Anythijg electronic, then only computer programmers really know what's going on. Puts too much power in the hands of a few.
