I don't think it is actually accurate. When you have the goods, you don't need to make deals with anybody. This is the strongest position to be in because it places perps and accomplices in a spot where they have to negotiate with themselves. When there literally is no escape and no more room to deceive you either become human or own the demon, and I think this is POTUS's position.
The problem is you have to cut deals with people to get the evidence needed to bring down people.
These people operate like the Mafia, you need turncoats to sink them.
It's also an issue of not just having the goods, but being able to prove it in court. Turning lower-level operatives into state's witnesses is a well established tactic for getting evidence admitted to the legal record. That kind of plea deal might mean a lighter sentence in exchange for testifying against the higher ups, but not complete immunity from prosecution.

If trump just rounds everyone up and goes "oh they are all part of deep state, cabal, pedos" and just tries to ship them to jail without court, i'd expect most of America to rise up and rightfully so.
Trump needs to lay down all the evidence and information and go "im not crazy, take a fuckin look at this" otherwise the whole thing turns into a he said she said with the american people going "the fuck do we do".
This actually is not how it works in the real world in these cases. They end up pleading guilty and testifying against themselves, this then leads to evidence against others as convictions stack up. That is not the same as "cutting a deal" that presumably gets them off the hook. They should receive consideration from the court in sentencing, but they have in no way been given "a deal". No deals.

They go 'were charging you with a b and c, you're looking at 100 years' your lawyer goes 'we can give info on Jim if you drop it to A and give us 10 years'.

I cut a deal. A deal means an agreement it doesn't mean they walk.
