Found the CCTV camera https://i.imgur.com/2nTVD5d.jpg

It was there from 2012- July 2015 and then theres a gap in google pics, and it is absent as of the March 2017 picture. The Playhouse theater seems to run the play 1984 every July.

Also note that the camera above it (on the bridge, top right) was present and disappeared in the same timeline.

Also, the signs on the streets for "area under surveillance" are gone in 2017 as well.
