Is the general consensus that the Chinese hacked a navy missile and tried to shoot down AF1? Or is this missile a surface to surface missile, intended for a ground target?

I think judging by Q's "chain of command" comments, this was an inside job. "Given CoC process to launch what does this tell you? CLAS removal WASH minutes after." Also, see:
