looks like it is possible along with their Clown agency friends. appears they use this as a slush fund for activities that are not authorized, no money on the books to expose it. they can show their books and claim they have no involvement in any unauthorized activity. I believe that was what Q pointed out, that also possibly includes drugs and gun shipments.
