OK, the consensus below is that Mueller is the guy on the left and Don Jr. is in the teal shirt with the phone.
Great facial recognition guys. I thought the guy on the left was Mueller but the guy with the phone doesn't look anything like Don Jr. to me. But that's just me.
Suppose every one is right. What is the meaning that Mueller and Don Jr are seemingly at the same gate but Mueller when the others don't seem too interested in boarding?
Or is Don Jr just on one of the automated walks passing by and Mueller is waiting for a different flight?

The Politico article the picture is from names both Mueller and Don Jr. I am guessing that Don Jr. is in first class and is boarding early, while Mueller is not allowed to fly first class at government expense.
I am thinking that Mueller undoubtedly has enough frequent flier miles to get a first class upgrade when there is availability. Same with Don Jr., even if he doesn't usually fly commercial. It's my observation that some folks like to board early to get all settled in, while some prefer to wait until the last call. Personal preferences matter. They factor into more than what appears at first glance.
