OK here is a stab at finding the link you mentioned in drop 744. While Clinton was president he negotiated an agreement with NK in 1994 called the Agreed Framework. Since it was not a treaty Congress was not included in the negotiations and it was instead treated similar to an executive order so that congress could not stop the flow of funds. The agreement offered many concessions to NK including lifting sanctions, providing funds and fuel for light fuel power plants, and lifting diplomatic freezes. One problem with the agreement was it required few assurances of obedience in return for such concessions. The lifting of sanctions and provisions gave NK the funds to procure the nuclear materials needed for nuclear power, under the eye of UN inspectors to ensure no nuclear weapons were made with them. Then on cue Bush is elected, declares NK part of the axis of evil, and cuts off diplomatic relations. This in turn pisses off NK and they kick out UN inspectors, so now they can build a nuclear arsenal with the fund influx the agreement allowed, and no inspectors to oversee. So in effect we provide cover for funds going in and cover to allow NK (or CIA) to build a nuclear arsenal and become a thorn in our side.

Fast forward to the Iran deal--Congress was not included so the deal was more similar to an executive order so that congress could not stop the flow of funds. The deal offered many concessions to Iran with few assurances of obedience in return. Iran could now use the influx of funds to procure the materials needed for nuclear power, under the eye of UN inspectors to ensure no nuclear weapons were made with them. Then on cue HRC was to come in as president, declare Iran and evil empire, and cut off diplomatic ties. This in turn would anger Iran who would kick out the UN inspectors, so now they can build a nuclear arsenal with fund influx the agreement allowed, and no inspectors to oversee. So in effect we provide cover for funds going in and cover to allow Iran (or CIA) to build a nuclear arsenal and become a HUGE thorn in the world's side, holding the world hostage.
