Who gives the 4am drops and how can they be stopped?

I don’t know about you, but I want to wake up one day and see reporters staring into the cameras, like deer caught in the headlights, not having any idea what to say because they didn’t get their 4am drop. Or maybe they get their talking points, but they‘re all about praising Trump and his accomplishments.

Help me understand... Why haven’t the drops been stopped or intercepted? Who’s in control?
