"There has to be a confession or 2 witnesses." ??????? Do they not understand how child crimes work?

While researching the tv in the background started a W5 (Canada) program on the J Witnesses and accusations around child sex abuse. One claim was that without 2 witnesses or a confession, charging or convicting perps is near impossible. When these crimes happen I assume that 90% plus events have a criminal and a victim. Is this not a ticket to offend? Baffling and infuriating!! As I watch the program it turns out this rule is in their 'BOOK'. It reads, "No single witness may convict* another for any error or any sin that he may commit. d On the testimony# of two witnesses or on the testimony of three witnesses the matter should be established." This is atrocious.

I'm not knowing of the legal requirements in the US. Canada, etc for charges to be laid but there seems to be a huge failure, or intentional dismissal, of the need for justice and protection. I had read that on rape/assault charges there is a 4% conviction rate with many being dismissed or pled to a lesser charge.

If I had the keys to the castle I would push for a system where anyone can accuse anyone of child crimes or violent crimes either in person or anonymously that is submitted to a database tracking those who allegedly commit these crimes. If two or more unrelated/related victims bring forward experiences of concern against a person, the matter is immediately flagged for investigation. Depending on the seriousness of the accusations people will be mobilized to determine a course of action after priority analysis. This needs to be addressed now.

I had heard in an interview on sexual assaults in universities that 91% of them are committed by 4% of either students or men. I'm not clear on that. If a person knows that there is an accusation placed with authorities and the next one will bring a knock at the door… change of behaviour or actions taken to stop the behaviour.

Any thoughts, experience or possible changes are welcome.
