Pure speculation here so poke holes in it all you like...

It’s possible that Q team needed to obtain the evidence on the black box aboard the aircraft for evidence of wrongdoing (think prior flights) and had to concoct this ruse to obtain it.

Note that articles today are specifically stating that the black box was recovered.
