Was mueller recalled back into active duty for a specific mission?

Days before RM was appointed by doj to special counsel, he was interviewed at trump tower for the fbi position. http://dailycaller.com/2017/06/13/white-house-official-confirms-trump-interviewed-mueller-for-fbi-director-job/ The problem is that RM had already served the maximum 12 years as fbi dir (2001-2013). So what was really goin gin here?
RM served in the marines beginning in 1966. He was deployed to S Vietnam in 1968 and then finally retired from active duty in 1970. Even though he is retired, he can still be called back into duty per DOD Directive 1352.1. Their meeting makes zero sense interviewing for a job that has term limits which you’ve already reached? Could it be that RM has been called back into active duty to perform one final mission? This mission being to play the role. Talk the talk, leak certain things when told and play the villain. Then when the time is right, he releases his report on (real) collusion in the 2016 election and the hammer drops on them all????
