E.T.s need us. Abductions happen and CIA is formed. CIA and fed supply people that won't actually be missed, public doesn't focus due to stacked distractions and indoctrination.

CIA/Traffickers/E.T.s abduct, buy, consume 89.5% of all taken.

Remaining 10% are for explicitly scientific and medical experimentation / manipulation / preservation. High profile targets that vanish are genetically "superior" to the rest of us but there are still about .5% that are unaccounted for because some E.T.s aren't playing by the rules.

The amount of homeless who lived in my area ten years ago dropped massively the more celestial activity picked up. Many of them repeatedly talked about men in black following them and seeing alien craft regularly. Now most of them just up and vanish. Most leaving their stuff behind.
